The commissioner of the National Basketball Association, David Stern, confirmed today that federal authorities expect to accuse one of its referees, Tim Donaghy, of betting on N.B.A. games and providing information to gamblers.

But he called the matter “an isolated incident,” and said that the league did not become aware of the case until June 20, when it was contacted by the F.B.I. Mr. Donaghy resigned on July 9.
但他稱這只是個「單一事件」，並表示聯盟在6月20號被FBI通知以前，並不知道這件醜聞。Donaghy已在7月9號辭職。

He said the alleged betting and information transfer occurred during the last two seasons. It was not clear whether Mr. Donaghy bet on games that he was working, or only on other games.

Mr. Stern denied allegations that the league knew of his activities and continued to let him work games. But he said that when the league first heard from the F.B.I. on June 20, Federal authorities urged the league to keep Mr. Donaghy on as an employee to avoid disrupting the investigation.

Bettors on basketball games generally focus not simply on which team will win, but also on the size of the winning margin, known as the point spread. Referees can influence the final score in the way they call fouls and enforce rules, and they possess information about player tendencies that is supposed to remain confidential.

According to a pamphlet given to all N.B.A. referees, everyone who works for the league, including players and referees, is barred from gambling on any league game, including those in which they do not participate. Referees are further prohibited from “participating in any gambling or placing bets of any kind,” whether related to basketball or not, other than betting at race tracks during the off season.
